Is online betting legal in Nigeria, and where does 1win fit?

1win’s Nigerian site names two authorisations, both printed in its footer:

• a licence from the Oyo State Gaming and Lottery Board, License No. OYSGB/CASB/2592001
• National Sports Betting Permit No. 00000045, granted by the National Lottery Regulatory Commission

The operator behind both is BID Entertainment Limited.

That puts 1win in a different bracket from the many offshore brands that take naira deposits with no Nigerian paperwork at all. The footer sentence is specific. It reads that the website “is operated, and the services are provided by BID Entertainment Limited” under the permit and the licence. Vague footers usually avoid naming a company or a number. This one names both.

What the data protection badge means

The data protection badge also deserves a mention. It refers to the Nigeria Data Protection Act 2023, which matters once you hand over ID scans and bank statements.

None of this makes the site risk-free, and we have not independently confirmed the licences with the regulators. It does mean the operator names a Nigerian body that issued its licence, and a company you can hold to account.

1win’s casino licence comes from Oyo State. Since the Supreme Court judgment of November 2024, gaming outside the Federal Capital Territory is a matter for each state’s own regulator. For a punter in Lagos, Rivers or Kano, that means using a site licensed by a different state’s board.

This is the hardest point on this page, and it should be stated plainly. The Lagos State Lotteries and Gaming Authority has long taken the position that operators serving Lagos residents need a Lagos licence. The 1win footer shows no Lagos licence. It shows Oyo plus the NLRC permit.

What it means for Lagos punters

What does this cost you in practice? The licensing obligation sits with the operator, not with you as a player. The real impact shows up if something goes wrong. If you live in Lagos and a withdrawal dispute stalls, your home regulator has no licence over 1win to act on. The body that issued the licence is the Oyo board, and that is where an unresolved complaint would have to go.

Limits of the NLRC permit

The NLRC permit is narrower than many people assume. Its own wording calls it a sports betting permit, so treat it as cover for the sportsbook. Treat it as no extra guarantee for slots or live tables.

We cannot say how every state regulator treats an Oyo licence. What the paperwork shows is a state-licensed operator in a country where state lines now decide who regulates gambling.

You can verify the 1win licence claim in about five minutes. Read the footer on the Nigerian site, then compare the numbers with what the regulators publish. Many people type “1win license” into a search bar and trust whatever page comes up. The footer itself is the primary source, and copy sites often get the numbers wrong.

Here is how to do it:

1. Open the Nigerian site and scroll to the very bottom, on desktop or in your phone browser.
2. Find the sentence naming BID Entertainment Limited. Note the permit number and the Oyo licence number exactly as written.
3. Check the Oyo State Gaming and Lottery Board’s public channels for the licensee name.
4. Do the same with the NLRC for the sports permit.
5. Note the NDP Act badge. It concerns data handling, not gambling.

Helpline logos are not regulators

One trap is easy to miss. The GamCare and GambleAware logos in the footer belong to UK support charities. They are helplines, not regulators, and they say nothing about whether 1win is legal in Nigeria.

We could only confirm what the footer states. We did not obtain a certificate from either regulator. If a number on the site ever changes, or the operator name disappears, treat that as a reason to pause before depositing.

1win applies its 18+ rule in two stages:

• a declaration on the registration screen
• a document check before any withdrawal

The declaration is self-reported. The document check is what actually stops an under-18 from cashing out.

The sign-up screen asks for very little: a +234 phone number, a password of at least eight characters and an optional promo field. There is no separate checkbox. A line above the button says that by tapping Register you confirm you are at least 18 and agree to the Terms and Conditions and Privacy Policy. Nothing on that screen checks your age.

ID verification before withdrawal

The real gate comes later. Tapping Withdraw opens an Identity verification screen instead of a payout form. Support chat told us it needs a passport, driver’s licence or residence permit. The order is back-to-front for the player. Money can go in on day one, and the age and identity proof only bites when you want money out. Verify before your first deposit, not after a win.

A Nigerian licence confirms that 1win is authorised to operate. It does not make the house terms generous, and it does not put a regulator inside the chat window.
